Your best bet is probably www.airbaltic.com, with connection in Riga, Latvia (i know, wrong direction) but a 1-way flight Baku-Tel Aviv is 171 Euro (including tax). BTW the Caucusus are not in the Middle East.

Prices with Air Baltic are up, and currently run at around 250 euros one-way. That is still among the cheapest, but their times are very bad, with the inbound flight to Riga arriving early in the morning and the connecting flight to Tel Aviv leaving that evening, meaning that the entire trip will take almost 24 hours, including 2 overnight flights.
Aerosvit sometimes has similar prices (230 euros) for flights via Kiev and has much better connecting times (the entire trip taking around 7 hours.

True, it is almost 24-hours, but only 1 overnight flight (riga-tel aviv). Personally i think that's cool, as it gives you plenty of time to head into town for sightseeing/eating/whatever.

I agree. I once had to fly from North America to Israel with a stopover in Europe (any stopover), as there was no direct flight. I could have used almost any airline with a 2-4 hour gap between flights, but preferred to fly Czech as they had a 14-hour stopover in Prague - from 7am to 9pm. I saw all the highlights of Prague, as they are concentrated over a relatively small area.

That may well be. I checked for prices from Tbilisi to Tel Aviv, so maybe they are a bit more expensive. The AirBaltic sites doesn't allow you to buy through tickets from either Tbilisi all the way to Tel Aviv, so you need to buy two seperate tickets, one TBS to RIX and one RIX to TLV.
I) Tbilisi-Riga
Flights leave Monday, Wednesday, Saturday, invaribly at 445, arriving in Riga at 620. Satuday flight are cheaper (from 88 EUR), weekday flights cost 139 EUR
II) Riga-Tel Aviv
Flights leave Monday, Wednesday Friday at 0015, which makes this route from TBS unviable (something I have to admit I hadn't noticed before as it increases the minimum time to 48 hours !!!). Prices are invaribly 167 for the sector.
That means the quickest/cheapest you can get from Tbilisi to is
SA TBS 0445 RIX 620 88 EUR
MO RIX 0015 TLV 0424 167 EUR
Total travel time : 47 h 39 m / Price 254 Euros
II) Via Baku
Air Baltic no longer offers any flights from Baku to Riga after October 19, so if you are planning on going in November this route is not possible.

The price I get quoted from this through itineray are indeed 171 Euro for the 19th, but again this date is pretty much the only date you can get that price, plus if you want to travel later this route doesn't work anymore.
Btw : There are also similar flights from Yerevan for as low as 151 Euros, but again no flights beyond mid-October.
they've been saying that for the last year. While it may be true this time, i wouldn't hold my breath.

I don't think there will be any flights as booking for mid-October would have had to start by now. Since you can't book any later flights I doubt these will be inroduced at short notie, as it would be very hard to fill them up with less than a month to go and thus they'd very likely be loss making flights.
Plus : They didn't have flights to Baku or Yerevan last winter either (which got me into problems when they cancelld my reservation on that flight). So I'd be very surprised if they suddlenly decide to start flights this winter, but in any case flight will likely resume again next spring.
But they've done the exact same thing 3 times this year alone. In March they said they'd close in May. In May they said they'd close July 1st. Not to mention around December they said they'd close January 1st. It has happened before.

That may well be, but the fact remains that you currently cannot book flights past mid-October. So even if they suddenly have a change of heart and continue flying, that isn't really of any use to OP as they likely don't want to risk waiting around for a flight that will probably never come to be and then have to pay large sums for booking a different flight at exremly short notice.
Btw : Could OP please post when exactly they are planning on flying ? At the moment we are having an interesting but rather pointless discussion if in fact they want to fly e.g. in September, as then there will be flights in any case.
