Israel is really not a very cheap destination, especially Tel Aviv. I can't imagine you could find any private rooms for $30-40 (unless you mean per person, not per room). I would recommend Abraham Hostel in Jerusalem as a budget accommodation, but an economy double there is still about $86.
If you want private rooms, I think you will need to budget $70-80 per night. You could get beds in a dorm for less, $20-25 per person).
You could try couchsurfing if you want to save some money and get to know some Israelis.
You don't say how long you are planning on staying in Israel. If your trip includes the period from April 6 to 13, you can forget about finding any cheap accommodation. It will be the Jewish holiday of Passover, which is peak travel time and most accommodation will have been booked up long ago. An exception might be in east (Arab) Jerusalem and the Old City. It will also be an extremely bad time for couchsurfing, as most Israelis are either travelling themselves or have friends and relatives staying with them for the holiday.
If you find any accommodation for those dates, grab it immediately.

In Jerusalem you can stay at the Christian guesthouse Abraham House, run by charity Caritas, close to the Old City and with a lovely view over it. Should be around 30-40 USD for a private room:

You can try the little known and modest Norwegian christian association 'Carmel Institute'.
It has a family feel and is conveniently located on a very quiet location 15 minutes walk from the old city with convenient bus connections to just about anywhere and plenty of parking if you happen to have a car.
Also I wouldn't be surprised to find a room available at even the busiest peak periods. If you want to understand why just try looking them up on the internet - it's not that you'll find some spooky dubious sordid information, it's just that you'll find practically nothing at all.
