I'm a bit confused about whether there is any transport from TLV during Shabbat. Do sheruts run to Tel Aviv or only Jerusalem? If they do run to Tel Aviv, will they drop you at your hotel or only the seedy CBS? I could probably go to Jerusalem in a pinch but my first destination is actually Haifa so would prefer Tel Aviv.

My other option is to arrive Monday night. Ideally I'd arrive Saturday or Sunday night but I am using frequent flier miles to fly Royal Jordanian from Tunisia and the flights don't connect Sat or Sun.

Monday night you can take a train to Tel Aviv, they run every hour in the wee hours of the night. They might even go all the way up to Haifa.

Friday night there is no public transportation - you can take a sherut to J'lem, but you only option to Tel Aviv would be an expensive taxi.

I can't find any link to the sherut service from BG airport to Haifa.
But I have personally seen the sherut stand at the airport. It is in the same area as the sherut to Jerusalem (just outside the terminal). The company is called Amal. Whereas the sherut to Jerusalem (Nesher company) fills up rather quickly, I think the one to Haifa takes more time. I remember seeing a sign that they will leave the airport within a maximum of 1-1.5 hours even if the vehicle does not fill up. However, living in Jerusalem, I have absolutely no first-hand experience with this service, nor have I heard any opinions of others who have used their services.

A taxi to Tel Aviv from the taxi stand at the airport should cost no more than 150 NIS (30 Euros) and you can aslo ask others in line if they'd like to share the cab.

I checked...
Trains leave the airport terminal at 53 minutes past the hour, every hour throughout the night.

It is 1 hour 10 minutes to Haifa's Yad Hashmona station for the night trains, and costs 39.50 one way.
Trains don't operate from Friday midday through late Saturday (first train leaves at around 20:44 in winter)

Service taxis run 24/7, they leave when they fill up with passengers. They can be caught right outside the terminal. Cost is NIS87 per person, and travel time is dependent on traffic. I am not sure if NIS87 is the Saturday/Night rates. Service taxis will take you right to your door (in Haifa)

So I guess your first choice would be a train if they are running, and if you land on Friday night you are best off with the service taxi.
