Latest ATM infromation request

Considering the newly elected U.S. President (Mr. Trump) I very much doubt he will allow VISA cards to be used in Iran even less American Express cards.
I did not see any ATM machines that would take cards from Western banks when I was last in Iran in October 2016, not at IKA or anywhere else in Iran. I doubt any stores in the country will take them unless they have accounts via Turkey for big transactions like Persian carpet sellers and such.
I think the ATM machines will be for local cars.
I would take cash as a precautionary measure.

No international cards work within Iran. Take cash, preferably EUR or USD rather than BAM. Change what you need as you go because you will receive a huge wad of cash each time. Change any remaining IRR at IKA before departing Iran.

Yeah, I saw this tourist card, even found their official website, but they don't reply to emails or answer phone calls, so I am a bit sceptical.

Exchanging what you need as you go is indeed a good idea. I never had any cash or anything stolen in Iran. Just take the usual precautionary measures and you should be OK. Iran has a good standard of living. You will see them using the latest smartphones and tablets and all that. Just watch it if you stay in hostels/shared accomodations.
