If you apply in Central Asia, you will most likely have to go through an Iranian travel agency.
They will apply for a reference number for you in Tehran, and with that you can get the visa issued at any Iranian embassy (although you need to specify which in advance).
The visa is usually valid for 3 months from date of issue and for a 30 day stay.
Once you have the reference number the issuance of the visa should only take a couple of days, but count on several weeks for the travel agency to get the number.
