It shows the official rate and also the rate on the so called "free market.".

I can nearly confirm the Euro Rate. Just some hours ago I changed on Ferdowsi Street in Tehran at Melli Exchange Office, a reliable free market changer, for 3.87. It always depends on the amount you want to change at the free changers.

So the data seems to be correct on this website.
