In short, no. While it's not a North Korean 24-7 babysitter, you need to have a ministry-approved guide.

I'm Canadian, and I went to Iran in September last year without a guided tour. It is possible, but very few agencies will get you a Ministry of Foreign Affairs code unless you purchase a tour from them. I've answered this several times so I'd recommend you look up some of my previous posts, and if you'd like to go with the agent I (and several British, Canadian and American citizens on here) used, I'll be happy to share details.

Well... it seems to be possible but it is still illegal for sure. I have no answer yet about the name of a travel agency that can provide me a visa without a guiged tour, even if it seems possible. I wish you Good luck. For now, I will probably change my destination to Tajikistan. Bye!

I wouldn't go as far as to say it's "illegal" because there is no written (or enforced) law on this, but there does seem to be an unwritten rule about it which most agencies tend to follow.
There have been travellers who have circumvented this tour requirement for Brits, Yanks and Canucks by contacting dozens of agencies to finally finding one that would do the paperwork without a tour. There have been no reports of repercussions against the tourists (they travelled independently without consequence) but there have been reports of agencies losing their licences and general industry crackdowns - though this seems to be more about an American politician who went without a tour then bragged about it to the media (can't find the story link)
So, if you want to go through the selfish hassle of contacting dozens of agencies for them to bypass an unGooglable tour requirement which will only hurt the tour agencies in the long run, good luck.
