OK, so perhaps this really belongs in Speaking in Tongues branch, but I'm putting it here because of my initial guess on what the phrase implied.

My favorite columnist, Jame Lileks (mildly famous here on GS as the author of the book Regrettable Foods) meandered in typical fashion through his Nov 10 Bleat of daily musings, and included the final lines " Say what you will about the universe, but the sucker scales. Turtles all the way down , in other words. And all the way up. Turtles!"

Puzzled at how chocolate/pecan/caramel candies fit into all that, I was delighted by the true meaning of the phrase, as explained by wiki article .

New to you, too?

Take your initial estimate, double that and add 20 percent.
It always takes more time and money than you think it should.

Definitely new to me. And while I've made commentary along the lines of others believing the world is flat I think I'll skip the turtle reference, too much explaination involved.

I thought it was going to be related to Are you a Turtle?

Or, perhaps, the character on the right in this illustration

Then the Queen left off, quite out of breath, and said to Alice, "Have you seen the Mock Turtle yet?"
"No," said Alice. "I don't even know what a Mock Turtle is."
"It's the thing Mock Turtle Soup is made from," said the Queen.

I've heard it. I think it may be better known in Britain than the US.

Never heard the phrase, never heard of Jame Lileks. The wiki page is just too convoluted to understand, so I'll give it a miss.
However, I do understand the DeMet's never rush a turtle.

There's no problem that can't be ignored if we really put our minds to it.
