For wifi, you can go to the public library uphill neat the "worms" roundabout. Its a very nice modern building. You can get a free password from the staff. If you do not have a laptop and are a nonresident you can only use a library computer for 15 minutes or so, so it really doesn't pay to go to the library except for laptop wifi.

For internet shops, go the the McDonalds on the main street. Then go uphill for about 100 or 200 meters to the Pingo Doce supermarket. Upstairs from the Pingo Doce are 2 or 3 internet shops that all charge 1 euro per hour. The one in the bar-cafe [call Recife, I think] has a coin operated system so you can pay for any part on an hour you want. I found the places pretty helpful and quite OK. All have skype. Open till about 10 pm.

Note, supposedly all McDonalds have free wifi. My experience was that it was useless in Albufiera and in Guia. Either not working or cumbersome to use. Forget it.

Many towns along the Algarve (from Sagres to Tavira, also inland) offer free acces to the Internet in their public libraries. However, not via WiFi. Then again, see what happens if you sit down on central squares of large villages/towns along the Algarve: FREE, public WiFi! Bom viagem!
