Hey travelers:
We're going to be in Lisbon the first week of April. We're a family of three with an eight-year old looking for suggestions on where to stay in Lisbon. We were thinking about Baixa & Rossio because it's central without being a nightlife scene. Is B&R the best place to base ourselves and could anyone recommend any nice hotels, as opposed to guest houses. Any suggestions for "boutique" hotels would be especially welcome. We could probably go up to €100 or so. Also, if not B&R, where else would you suggest? Thanks!

You seem to have got off on the wrong foot, to some extent. There isn't a district commonly known as Baixa e Rossio. Rossio is a square, a railway station, and a vague name for the area around it, but it is part of the Baixa.
As for whether or not it's a good place to stay, I can't say because I've never stayed there. Lisbon is a very compact and accessible city. The central parts are well served with the Metro system so one place can be as good as another. In one direction there are places you can walk to, and in other directions you can catch the train.
Small hotels in Lisbon often have unprepossessing exteriors that hide a comfortable interior. There are accommodation places galore in Saldanha, Picoas and Estefânia, but I can't give names because when I'm in Lisbon I always stay with friends well away from the centre - in Lapa or in Carnide, to be specific.

For a family-friendly hotel I'd recommend the neighborhoods in or around Avenida da Liberdade and Baixa. Lisbon's accommodation is still quite affordable in European capital terms, and off-season you can even find 5-star accommodation at around 100 euros! You can take a look at a list of hotels on Avenida da Liberdade (most within your budget) at the bottom of this page: Avenida da Liberdade
With an 8-year-old you may also want to skip museums and concentrate on family-friendly attractions. Don't miss the Oceanarium and a daytrip to Sintra with its "Disneyesque" palaces: Sintra
