I am meeting a friend at the Lisbon airport and then traveling to Sintra from there.

We are arriving from two different international flights.
1)Where is a good place to meet at the airport?

2)if one of us has a delayed flight, is there an airport lounge where a day pass can be purchased?

3) How should we get to Sintra using public transportation?

What time and day are you two arriving in Lisboa? What is the time between the 2 arrivals?

Given you ask about a day pass at the airport, my guess is there is a big a time gap btw the 2 flights. If you arrive a weekday and your friend will arrive during business hours, you may want to head to the city, walk around the city centre and ask your friend to meet up at Starbucks in the the building in the picture below. The Sintra commuter train is right behind it. The building is around the corner of the Rossio Square--to the left of the theatre .

Great tip from getyoung. that building is central and not to be missed!

Head to the city center (by subway) and a good place is on the starbucks or a Portuguese coffee just in front of that building with lots of good stuff, like "bifanas e imperial" (steak on a bread and beer, not available at all in Starbucks!)
The nearest subway station to that building is Restauradores.

A good place to meet in the airport is at arriving deck, or subway entrance, which is at open air.

For going to Sintra, head to the Subway, and any of the Subway stations "Oriente", "Entrecampos", "Sete Rios", or "Restauradores", have train stations (above) and all got trains to Sintra.

Thanks for your help. We are only arriving 45 minutes apart, but I am concerned that one of the flights may be delayed. We are arriving mid-afternoon.

Lisboa to Sintra is about 45 mins on the commuter train. You probably can search and found their schedule on the web.

Given it is only 45 mins, I'd wait at the airport.

Here's a step by step guide on how to get to Sintra from the airport , it's very easy!

There is a newspapers and books shop at the airport on the groundfloor to your left when you go thru the big doors after you collect your luggage. Next to it , on the right side there is a open space restaurant/cafeteria where you can seat order some food while overlooking the arrival's doors. The airport is very small, specially this part of the arrival's exit. There is also a tourist office on this area and a shop from Vodafone or Telfort where you can buy prepaid sim card if you want.

#6 gives a link to how to get to Sintra but I would suggest you also do another way which is the train to Cascais and a bus from there to Sintra . This costs quite some time but gives you nice sights. If you do this om the way back from Sintra you take the bus and if you want can get out at the lighthouse for a marvellous vieuw of the atlantic ocean ,the rocky coast line and mostly quite some wind .then get the next bus on to Cascais eat there and stroll around and go back to Lisbon with the Cascais to Cais do (Lisbon) train.

#8 tip for going to Sintra is a great tip.

Train from "Cais do Sodre" (also a subway station with the same name) to Cascais, them a bus to Sintra.

Given it is only 45 mins apart, I'd wait at the airport.
