Nice impression from a Canadian point of view and experiemnce.

Äbout public transport or car...it would be like being in Phoenix and deciding to head out to Sedona for a short trip. Sure you could do it by bus (train I'm not sure of) but it would take you a fair bit of time and coordination. Much easier to have a car

Right.
Even the metropole Phoenix is nor visited by Amtrak or colleagues. And once a day a bus to Sedona...

But this European found his way alternatively. Cycling in southern Portugal (Alentejo) is great too.

What do you mean by "the south"?

You need to take into account that there's little of intrinsic or architectural merit on the southern coast (the Algarve). Most people go there for the seaside resorts and beaches. I mention that because in February, on average, one day in three gets rainfall. The problem from a traveller's point of view is that those rainy days tend to be clustered together so you can get 3 - 4 consecutive days of rainy weather.

It depends... In the north it can be rainy in February but in the south you really can have good days with sun. People use to say that Algarve has 300 sunny days / year!

In general, the temperatures is already well with an average of 16 degrees during the day

We live and work in the Alentejo and this year we had plenty of Sun in February, nearly for almost three weeks with temperatures above 20 degrees. But it can also rain in this period.

Nothing is as unpredictable as the weather.

But remember, the landscape in this season is very beautiful and green.
