did visit Spain last month with my family , but while applying for the visa I did mention I would spend max time in Portugal. And I did get a schegan visa from Portugal embassy.tat was the actual plan.I did have a confirmed ticket to Portugal as well. Due to some reason I couldn't go to Portugal and spent the full time in Spain. After I returned. My friends planned a trip to Germany portugal and Austria, so I booked my ticket to frankfurt and out from Vienna. In my itinerary I did show 3 days Germany 4 days Portugal and 3 days Vienna, and did show a confirmed booking from frankfurt to Portugal. When i arrived at the embassy. The council general went through my documents and started question me . I was a bit nervous. He asked me tat the last time I took a visa from here and didn't travel to Portugal. I tried to convince him . But he just didn't want to listen. And then he told me tat it was visa shopping.and asked me to apply for the visa. And assured me he will refuse it.and even black list my passport. I did enter the embassy but didn't submit my passport and documents as I was scared and nervous. and left the embassy after a shot while . Wat I want to know is that. As I didn't submit my application would the embassy still black list my passport.

Which embassy did you go to--Portugal, Germany ?
Your action in applying for the visa for Portugal then spending the entire time in Spain could be considered visa shopping.
Whether a person or a country, no one likes to be used and your complete change of location for your last trip does
call your probity into question.
If you applied at Portugal for the second trip then I think that yes, they could black list your passport for a visa.
Other forum members will have their own comments and advice.

Did you read the post on the first page of the Western Europe forum about Schengen issues? I'm sure this matter
has been discussed there in the past.

I did go to Portuguese embassy. But I didn't apply for the visa . I returned back with out applying. All I want to know weather the Portuguese embassy would still black list my passport, I didn't submit my visa form neither my passport.

Interesting case... given you did not at all go to Portugal and were caught (not even sure how, but that ship has sailed), I would not expect any leniency from the consulate if you go ahead.

I would not apply from the Portuguese embassy. Apply from a different country's one, and please actually make that your main destination during your trip. I am not sure if the info is entered in the Schengen Information System- if it has not been, then it is unlikely that any other country's consulate would know your situation.

I'm pretty confused with your travel times - you start post by saying you visited Spain last month, so I assume visa was valid for last month and thus I'm not sure why it is still not valid as usual is for 90 days. Maybe different for Indian passports.
So what dates was the Portuguese visa valid for? Is it still valid (ie within 90 days) if still valid you do not need to apply for new visa as far as I know. Also I've never hard of anyone being blacklisted because they reapply for a visa, I myself have applied for visas and never ended up going to the particular country and have had to apply for a new visa at later date and no one cared I did not use first visa, at end of day I've paid them money for a visa its my lose if I don't use it and have to pay for another at a later date. I don't understand why Portuguese Embassy would care you have to apply for new visa, its all money for them.

Not all Schengen visas are valid for 90 days.

I myself have applied for visas and never ended up going to the particular country and have had to apply for a new visa at later date and no one cared I did not use first visa

It looks like in OP's case, they actually cared (which I agree, is rather rare)

no one cared I did not use first visa

OP did use his first visa, but he just never got to the issuing country.
