Having a hard time choosing a neighborhood for apartment stay. Looking for something convenient to center of town but affordable and not in the main party areas. Heard Pena and Chiado neighborhoods are safe, relatively quiet, and central. Is this true, and any other areas we should consider?

I live in Lisbon.

Lisbon is not a dangerous city if you campare it with other europeans capital cities, however is a big city and is not as safe as the countryside.
The neighborhoods you are mentioning are the most centric neighborhoods of Lisbon so, as a local, I will not call them safe and for sure not quiet - Pena is less touristic but you can't get a more touristic neighborhood than Chiado.

If you want to have a more local experience you may want to try Avenida de Roma (Roma Avenue) is a nice area, 4 subway stops from the center and no safty problems.
