I'm staying in the Meia Preia section of Lagos, and I'm wondering if I will need a rental car to go into Lagos and have dinner, etc.

A car indeed is very convenient, vascodegama. It offers the great possibility to make some short trips between the seven dining sections (I suppose your dinner will be at the high end).
What about a taxi if your horizon has been widened by more alcool than you planned?
Anyway, intersting question, I was in Lagos two weeks ago and walked arount in this small town and never saw a FreiaMeia quarter.
You (or I) mix it up with Nigeri?

There is no service after 20:00hrs except in July and August.
A hire car is advisable after this time. Alternatively, take a bus in before 20:00 and then cab back.
