It certainly used to be possible for English speakers with the correct paperwork to find hotel and kitchen work. But I don't know how much the competition for work has increased following the EU expansion and the credit crunch.
Government jobcentres (arbeitbureaus) have job databases which you can search through. The job descriptions are in Dutch but the staff should be able to advise you.
Many employers use uitzendbureaus (private employment agencies) for temporary vacancies. These include Manpower, Adecco, Dactylo, Via Werk and Luba. Some branches of these definitely used to take on English speakers, but I think that their willingness to do this depends on the current demand for workers. When I lived in the Netherlands, I learnt that if one branch of a particular uitzendbureau didn't want to sign me up, another still might. If you do sign up with these agencies, contact them regularly or they'll assume you've found work elsewhere or left the area.
