Are there still many people at the ferry dock offering accomodations when the ferries arrive?
Do you know any good places to stay near the town for about €40.
What is the least expensive way to get from the Mykonos Airport to the town?

Markob, I've been to Mykonos about 3 times in late May(2 were just passing-thru; spent a night to get an onward ferry) ... and have NEVER seen people at the ferry dock offering accommodations. At Paros & Naxos etc, but not in Mykonos. When you say "still" are you harking back to student days in the 1960s-70s?? And of course you don't tell us when you are going -- in July /August I would be quite surprised ... and my best buy in Mykonos has been €48 in late May, uphill from the bus "circle". I wish you good luck, and suggest doing some research -- maybe look at a bargain guidebook like "Let's Go Greece" aimed at the student crowd.

Um, strange, I've been quite a few times to Mykonos since the late 1980's and every time I have arrived at the old port there have been people waiting offering accommodation and indeed I have looked at quite a lot of their offerings which in general were rather poor and expensive relative to other islands.
You would not get much, if anything, for 40 €, it is now well into hi-season.

There are Airport buses, though from some accommodation it's possible to walk.
