Sorry but i wasn't being specific enough. I'm from the U.S. and i just used an atm in germany and my account seemed to be lower then i thought.

My experience has been that it could be either, some ATMs convert the balance to the local currency and other ATMs just show the value provided by your bank, which would be USD.
