I used to live in Grosssedlitz near Pirna. I didn't own a car and travelled everywhere by public transport. It was easy to get around and didn't take long to travel by train or bus. I visited Dresden almost daily, and I travelled around the Saxon Switzerland region and to Meissen regularly by train.

As others have said, you don't need a car. Public Transit serves the area well.

Re Berlin to Dresden: Flixbus run an hourly service where tickets can normally be nabbed for 7 euro one way.

Depending on the amount of train travel you intend doing, it may well we worth investing in a "Trial Bahncard 25" which gives 25% off all DB Bahn travel for three months. I think it costs ten euro? Can be purchased online and mailed to your home address if you give enough notice.
