You will be safe, that's not really a problem. Obviously the more desirable the location, the more you will pay. I like the idea of staying near the metro stop Edgar Quinet since you have three major metro lines nearby. Also, it is a historically Breton neighbrohood and there are a bunch of creperies down the very cute and tiny rue montparnasse. The Hotel Delambre looks like a good value in that area, but it is not a personal rec.
Many hotels in Paris do not have AC. In summer, it's nice to at least be able to open the windows, though if the room is on a busy street or right above a cafe, that could pose a noise problem.
Although the metro system is very well run, not all locations are equal. Last time I stayed in the 13th near Picpus, and it took some effort getting back and forth to where you want to go as it always meant an extra change of trains or a longer walk. However, since we needed two rooms, the savings made up for it. For just one room, I would have rather stayed elsewhere.

Paris is a safe city. I have been living there during 10 years and I had never a problem there enven taking the subway alone at 1 am!
If you need to stay in a cheap area to sleep, go to 19th, or 20th district. It will be less expenseive.
Or take a R bnb ar share a flat for a week with french student. (100 € for one week)

We normally rent an apartment in the 2nd arrondissement (Louvre/Les Halles) or the 4th (Marais) using Lodgis. Have had some bad experiences with airbnb and found that renting an apartment is much nicer and more affordable than staying in a hotel
