Hi. It is usually 2 months in advance, except OUIGO (lowcost TGV) that is 3 months in advance.
About website, I don't know which one is the cheapest.

The cheapest site depends on where you're going to/from. Within France only use http://www.voyages-sncf.com. For international cross border travel out of France use http://www.tgv-europe.com. For travel elsewhere, use http://www.seat61.com to find options - if crossing a border check both the departing and arriving rail websites as prices can vary. You may also find http://www.loco2.com helpful.
afaik it's 92days in advance, however SNCF sells a lot of summer tickets beyond that limit already.
the official www.voyages-sncf.com is a good starting point. apart from that. loco2.com and captaintrain.com have been recommended. and check http://www.seat61.com/France.htm#How_to_buy_train_tickets_to_France for details
You could also use http://www.ouigo.fr if you're going South East or North West out of France (depends on the exact destination), but they operate those TGV's much like budget airlines - it's very basic and everything costs extra on the low base fare.

For long-haul (TGV) trains, it is indeed 92 days out from your day(s) of travel, not two months. For iDTGV and Ouigo trains, it may be up to 6 months in advance, especially late winter/early spring when SNCF starts selling spring/summer tickets. For Intercité trains, start looking 92 days out also and you can get reductions. TER trains are non-reservable and the price never changes, so it doesn't matter, though if you're departing from a busy station it pays to buy your tickets ahead of time. SNCF is having a sale right now on tickets through March 31, so it's a good idea to check the SNCF site for special seasonal sales, too. If you don't read French and don't have a European credit card, though, for online purchases I always find that www.capitainetrain.com works best.

Sometimes promotional sales open earlier on SNCF; you can get on their publicity list for notification. http://en.voyages-sncf.com/en/
