On the way back to the USA from an African holiday, I want to arrange for a 2 or 3 night layover in Dublin and environs. It turns out that my possible connection dates fall right around St. Patricks Day.
As a first-time visitor (probably not in a party-all-night frame of mind) to Ireland, should I do a short Dublin-Galway visit before, during, or after the holiday? Any special considerations as far as closings, reduced transit schedules, or basic etiquette?

What is the best way to get from the airport to the center of the city, and what is the best way to get around the city by public transportation? I know you have to set up a PPS number so that you can can be taxed and the ordinary rate, but they ask you for confirmation of your address? How do you do this if you are staying in a hostel and are waiting for get a job before moving into a house? What have others done so that this process is easier?
