Your only requirement of cheapest will probably end in tears (disgusting food, lack of cleanliness, a poor night's sleep and grot) IMO. However, if you want to continue down that road try Adara House or Sheila's Hostel (the latter does have double rooms). You should definitely use tripadvisor to check customer reviews of these places.
If you want something which is not the cheapest but is fantastic, try Garnish House.

You should also check out www.bruhostel.com it's on mccurtin St in city centre near bus and train station. Cheap, bar downstairs. Good luck!
