Only stretch of road I saw a police presence on our trip last summer was looking for folks in the no parking strip in front of the Cliffs. It stretches for a good km on either side of the parking lot.

So in the evenings I can throw myself off the cliffs for free? That's good to know.
But sadge is right: A lot of tourists try to avoid or simply refuse to pay the outrageous parking fee and park along the narrow road, that's why the council or whoever asked for policing. The traffic guards are all over the place, at least in the summer. It's actually quite dangerous and annoying to have cars parked along this road. And farmers are upset and angry because some people just park in front of the entrance gates to their fields.
Getting into the official car park for free after hours is a setback, too: It's dark at this time of year. But good advice in the summer.
I live not far from the Cliffs, and over the years I had to go there with visitors now and again, and I can't actually stand them anymore. Seen to often.
I recommend the Cliffs of Kilkee further south. Not because there is no entrance fee and visitor centre (only a question of time) but because they are uncrowded and unspoilt. Sitting there on your own and watching the Atlantic crash below is magic!
