hello, i will be in london in september and i want your advice on what areas i should stay in within london. i am looking for reasonably cheap accomodations in these areas that is next to public transportation, restaurants.

can you recommend some for me? my budget is under $150/night USD.

Try looking at hotels on ba.com. They have some reasonable hotels in London.

I stayed at the Stylotel in Paddington backin June for 78 pounds for a double room, the singles were around 50 (however, the rooms are tiny).

Check easyHotels.com (an offshoot of easyJet). They have many hotels in excellent areas for under £70. We booked the Oxford Hotel in Earls Court through them for £35/night. Smallish room but clean and pleasant with a TV, in suite shower, and a toilet five feet down the hall shared with only one other room. Earls Court is a very convenient area with restaurants, pubs, and shopping. And the Earls Court tube station was only 100 yards or so from the hotel.

Caution: The "deals" that hotel discounters like easyHotels offer vary according to the season. In "high season" you can't expect great deals (and I think September is still considered high season in London).

I have listed some of the cheapest places to stay in London, by using the gauge of less than or around 50 pounds or approximately 100 dollars per night for a single room. (So for two sharing the price per person would mostly be a little to significantly less.)

If you stay in one of the neighbourhoods and book now, you can find some pretty good deals with Comfort inn, Travelodge, travel inn or one of the other chains. You will be, maybe 30 min from central London by tube, and have to add the cost of travel as well, but if you are buying a travel card anyway, that is not a factor. Hotels in London can be truly awful, especially for the price. The chains are usually pretty uniform in quality.
