a) I will be working in St. George´s hospital in Tooting, Southern London, from September 3rd to 7th, and am looking for advice on cheap (really cheap) accomodation anywhere close to St. George´s hospital. either B&B or youth hostels or cheap hotels.
b) is there a cheap weakly pass for London transport for the Tube?

I think u can get weekly oyster card..u will have to know the zones for which u want the pass..the process is really quick

The city visitor information may help you, if you have the postcode of the hospital, or preferably if you find a London postcode map on the web. I saw one guest house in these pages in Tooting Bec.

check out website of St Georges medical school - see if they let their student accommodation on a short term basis over the summer holidays

The transport for London website has everything you need to know about travel in London. If you can get by on buses alone, the weekly bus pass is a real bargain.

Are you going to be working normal (ie tube) hours?
If so, you could stay anywhere further into central london as you will be pretty much be going in the opposite direction to a lot of people.
There is the YMCA in Wimbledon. Almost directly outside it is a bus stop which takes you to St George's various stops. Only problem is that it is both a tourist accommodation provider and a homeless shelter. Not sure if that would influence your choice.
Check Gumtree. There may be someone with a room available short term
