so maybe you could buy 4 tickets from say Stratford to London (overground National Rail) at any station

But why not just buy a travelcard? You will need it for travel around London anyway. No need to waste money on additional throwaway tickets

Because a tube only travel card doesnt entitle you to use the voucher......there has to be a National Rail component....

There is no such thing as a tube only travelcard. Any paper travelcard, purchased at a National Rail (mainline rail) station will work with the 2 for 1. The same travelcard purchased at a London Underground station will not work.
