The weather in Oct should be fine for cycling, although you'd need warm clothes and rain protection.
Bicycle paths are excellent in most parts of Sweden, mostly in cities. Although in the countryside and on motorways bikers have to negotiate with car trafic, or use side roads.
You can't cross the Öresundsbro Malmö to Copenhagen on bicycle, but you'll be allowed to take bicyle on the train.

There are roads that run parallel to the motorway, sometimes with coastal views.
Rain is more common that dry periods, but both could occur in October. Around the end of the month it is around 10 degress or (often) lower. Early October temperatures could be around 15, even 20, but 10 or 12 or so is more common. Snowfall could also occur any time of the month, although normally the first snowfall takes place some time in December.
