Norway without confirmed work visa

Does he intend to work?? Legal or illegal job?? And what passport does he hold??

Norway is getting more strict about illegal work, so he might want to reconsider if that's his plan.

yes it normally means you cannot work, you might want to explain a bit more about what he is doing.

It's all above board,just may arrive prior to actual work permit/ visa,he was told he will need hard copy but I explained that he may have to modify and adapt (e.g. Spain et cie).There is only a day or so lag time. OZ passport,Norsk g/friend.
