Such cards are sold in many kiosks, or you can buy them on the net (e.g. [www.lebara.no]). With "everyone" owning a cell phone, public pay phones are getting scarcer, but there's always at least one in every town. Larger places usually have a few, often in shopping centres, bus stations, public squares etc.

If you happen to be in a larger town in Denmark, Norway or Sweden then head down to the nearest newsagent owned by immigrants and they often sell these pre paid calling cards.
In the capital cities you find "Call shops", I know of 2 in Oslo....located in the Grønland area of Oslo. They are also found elsewhere.
