Hi -- I'm driving 6 days on the Ring Road in late September. I've been out of the US 5 times, and accessing the internet on my phone has always been an issue (even when I've planned ahead with my cell service). Consequently, I'm planning the for the worst.

Are there places where the public can get on a computer and access the internet (like, for example, a public library in the US)?

I've read that wifi spots are available in towns, but -- again -- I'm recalling countless moments of international frustration as my phone struggled to connect. I realize I could get an Icelandic SIM card, and -- yes -- I do realize that the world will continue spinning if I were unable to access the internet.

You will likely get wifi at your accommodations. Restaurants will often have wifi and will give you the password. We got a local SIM card so we can use e phone for emergencies and have a number family can reach us at if needed with a very small amount of data (1GB, I think). I think it's good to have phone, in case your car breaks down etc. Do a search to see what's the best deal for what you want. If your phone is locked, you will need to get it unlocked so you can use a different SIM card.

You will easily have internet for free in Reykjavik. It is less the case in the countryside as there are not many towns.

You can actually rent a hotspot to have Internet access on your phone without having to buy a simcard.
You can then still get phone calls from the US, you are still reachable and you have Internet access nearly everywhere and always with you. Iceland Camping Equipment is where you can rent the device. You can also rent a phone to have an Icelandic number to use while in Iceland. Here are 2 options :)
