Is it possible to cycle the ring Road along the south coast without falling into huge washouts or being asphyxiated by dust clouds thrown up by every passing 4x4 - from a post-Eyafjallajokull point of view that is?

Yes- the road is good. No recent disruptions from volcanoes. Traffic is light enough that cars do have room to give you a wide berth.
The winds, however, can be brutal !! And the distances are large, between sights. Carry a cellphone & spare tubes.
