April Kiev blooms at spring, you might have some colder days but not that heavy, anyway coast like Odessa might be a good option, even if the sea still a bit cold, changing around late May-June, depends what are your standards and expectations. Crimea would be cold for swimming in april... Kamyianets-Podilsky it's also a good option.

For April it is better to visit Odessa. This month there's no rain. Weather is dry, sun is shining, air is warm but earth is still cold.
