dober dan, tovarich!
In UKR no problems at all-nothing needed. Only; you must write down some hotelname+adress on the card they give you at entry-any will do. this is not checked.
For Byelorus; that is very unique for you to not need visa-about any other Europejski osob does. In most places,-if you stay in the gostinnitsa=hotel-that place should take care of the registration. if you stay with friends/hospitalityclub or so-I dont know.

There is no visa registration in Ukraine for any foreign visitors. Are you absolutely sure that Serbs don't need visas? The web page of the Ukrainian embassy in Washington D.C. is not always up to date, but it definitely does NOT list Serbia as being a country whose citizens don't need visas. I don't know what this tourist voucher is that you are talking about, but you should be aware that in the past entry documents were not available on the spot at land crossings. bmta is quite correct that you must write down the name of a hotel on the Ukrainian entry card and they do not check this. You can say Hotel Dnipro, which is in downtown Kiev and well known.

If you are wrong about Serbs not needing visas to go to Ukraine, you will be denied entry and you will not have a chance to get a visa on the spot, so be absolutely sure about this before you go.

serbs do need visa for entering ukraine, but equivalent of visa is a tourist voucher(they told me that in the ambassy).it's a paper something like an invitation letter that confirms that you have place to stay in ukraine (hotel reservation).there are toueust agencies in serbia where you can buy those vouchers with no obligarion to stay in the hotel that's written on the voucher.

Registration is required in Belarus for stays of more than 2 nights unless the nights are on the weekends.

Registration is no longer required for most passport holders visiting Ukraine.

I was in Belarus for 5 days in April. We were advised that it wasn't necessary to register anymore by a local guide. I think the rules are constantly changing so best to check out there. We entered and left through the Lithuanian border and it was never queried why we hadn't registered.

Thanks
