What are the penalities for arriving in Greece and Belgium without a visa ?
What is your passport?
How were you planning to arrive?
There is a good chance that the airlines will not let you board a plane to either of these countries without the appropriate visa if one is necessary.

About 100 000 a year enter Greece illegally from Turkey. You can walk across a field or arrive by boat. See

for what Greece is doing to stop this.

These type of posters normally never return
But ferries and airlines won't allow you to board without visa
If you travel overland or entering from sea somehow illigally and you get caught, deportation and a hefty fine
What are the penalities for arriving in Greece and Belgium without a visa ?
If you are subject to a visa exemption - then none.

In Belgium they'll lock you up until they've formed a new government.
In Greece they'll lock you up and then go on strike for the rest of your life.
Are you aware that both countries belong to the Western European branch on TT?
As a SA national you require a Schengen visa, no entry to the Schengen zone without one; either the airline won't let your on board or you will be denied entry and sent back with the next plane, probably with a fine and ban on reentry to the Schengen zone for a few years. These are the two possible outcomes. There is no visa on arrival. They won't let you in at all, period.
