Zemsky nachalnik: who, where, when?

I am trying to find the name of the man who was a zemsky nachalnik and living in Kiev in about 1910 or 1912.

I know that one had to be a member of the nobility to hold the position, and that the zemsky nachalnik was appointed by the tsar, but I do not know if nobles holding this office resided in the same area as the zemstvo that was under their administration.

All I know of this man is that he lived in Kiev , but usually spent the summers at Vorzel, where he had a dacha of about 30 rooms.

Do records of these appointments exist that would show who this particular man was?

Zemsky nachalnik was a bailiff (some kind of judge) who was elected by the local community from the local nobility (he could be not noble, but usually he was) and appointed by the minister of internal affairs (not tsar himself). So he alwys lived in the same area their he worked.

To ElenaKKKK: My recollection is that the family of the zemsky nachalnik owned a quarry, and that the clay extracted from it was made into bricks at a factory also owned by them. Perhaps I will find more information at the links you have provided. Thak you!

Berner never was zemsky nachalnik, but he was famous and very active member of Kiev's Duma. (government of the city).

Very interesting, thanks. Yakov Berner would have been too old, I think, to be the man whose name I am searching for. If I am correct in my recollection of what I was told, the family of the zemsky nachalnik included at least one child (I think that there were several) in 1913. I know, for example, that the family employed a tutor.

It is more than 20 years since I heard some of these stories, though, and I may have confused some of the details. Much of the history I am searching for is there, of course; one just has to know where to look for it. Thank you for finding me so many sources that I was unaware of until today.
