I am trying to find the name of the man who was a zemsky nachalnik and living in Kiev in about 1910 or 1912.
I know that one had to be a member of the nobility to hold the position, and that the zemsky nachalnik was appointed by the tsar, but I do not know if nobles holding this office resided in the same area as the zemstvo that was under their administration.
All I know of this man is that he lived in Kiev , but usually spent the summers at Vorzel, where he had a dacha of about 30 rooms.
Do records of these appointments exist that would show who this particular man was?
