I stayed at Hotel Voskhod in Komsomolsk which was a standard business hotel. Advantage was a supermarket next door, the bus station across the road and easy walking to train station. Also some staff had English and would write me notes for buying bus tickets etc.

Very little English in Komsomolsk and less in Nikoleavsk.

There is a hydrofoil from K to K but you will have to ask when you get there. The hydrofoil company is not a big tourist operation as its just locals who travel. There is no information office associated with it. There is just a booking office in town.

Bus station and river boat station in Konsomolsk are at the same place.
the buses leave every 2 hours or so. 2 years ago , end of may 2013 the river station offices were empty... no schedules for boats to (K)Habarovsk at 12.00 o'clock but buses also in the afternoon , one around 14.00. busstation confirmed no boat to Khabarovsk. no left luggage but peoples are helpful behind ticket desks.
Half a day to walk around in Konsomolsk is ok masaics , university, aircraft- factories, a naturehistoriy museum, shops for beers.

My wife and I (both in our 60s) are looking at doing a river steamer trip from Ust-Kut to Yakutsk in summer 2016 - the reverse direction might work for us as well. Any recommendations on a good agent to arrange this for us? We're not looking for a cruise as such, but a through-boat not involving multiple bookings. Or is it better to take a series of hydrofoils? Any comments appreciated.

Why not email the people who run the Yakutsk boats. They were v good at replying to my emails.
