I will be traveling to Romania in December 2012. I have an Indian passport and I will have a valid Schengen visa. From the consulate website my understanding is - if I have a valid Schengen visa and I am in Romania for less than 5 days, then I do not need a separate Romania tourist visa. Is that true?

(I will be entering from Hungary and exiting to Bulgaria. Bulgaria also lets tourists in now if they have a valid Schengen visa as I see).

You should be able to enter and exit Romania within 5 days without any trouble..

My advice is print below page from Romanian Foreign Affairs site (in both Romanian and English) just in case you bump into a less "updated" custom officer..(a friend of mine has been through this and having the printout helped)..
In any case if they are playing difficult stay strong (don't tip!) and confident until they give up.
