Without Wizz airlines, are there any new carriers flying from Bucharest to Budapest that are cheaper than $279 one way?

Depends greatly when. Wednesday (and Thursday/Saturday) are generally cheapest days.
So iIf some flexibility: a bonus.

A quick scan for some dates in May: € 100 and € 114

AFAIK, the only airline with non-stop flights from Bucharest to Budapest at the moment is TAROM.
