Does anyone know of any car rental/hire companies that allow you to take their car into Armenia or Turkey or both?

You did not write where you would start, but anyhow, no one allows it.
You may enter Turkey without permission of rental company, but you will be responsible for any loss or accident.
It is impossible to go with rental car from Turkey to Armenia, because you have to go through Georgia as no border between Turkey /Armenia. . To enter Georgia by car,car should be yours or you must have power of attorney for car to visit Georgia .
Better you fly between Turkey and Armenia, or use busses through Georgia.
