Azerbaijan visa in Batumi or Tbilisi?

Hello,

does anyone experience the visa proceeding at Azerbaijan consulate in Batumi ot Tbilisi? I have heard that Batumi could be easier and faster.. I dont have a letter of invitation LOI but a ticket for Football World Cup in Baku hoping it will help.

Batumi has received good reports from travellers recently. So much so, it seems they hand visa out with no supporting documentation. Tbilisi used to be just as easy, but now asks for some sort of LOI.
