A friend of mine is flying to Dubrovnik and we're meeting in Tivat, Montenegro. She's arriving at noon and I heard the only direct bus to Tivat departs at 7pm. Could someone confirm this is true and if so, are there any options like changing a bus at the border? Should there be no way to get to Tivat at noon, how much is a taxi?

Dubrovnik's bus station has a website with departure times - google it. No direct bus to Tivat as far as I know. Buses leave the city and pass the airport on the way to the border so no need to head into town.
But I think there are only morning connections so the best thing is to swallow the cost of a taxi (or hitchhike) just across the border to Herceg Novi from where there are regular buses to Kotor and on to Budva/Bar/Podgorica... often via Tivat or at least passing the city closely... easy to find a taxi for the last KMs.

I agree with the first part of what Jeroen said, take a taxi to Herceg Novi just across the border. From there, it shouldn't be too hard getting to the ferry that will bring you very close to Tivat, instead of having to go around the whole Boka Kotorska.

Take the shuttle from Dubrovnik to the airport - much closer to the border - taxi from there to Herceg Novi should set you back about 400 kuna. Plenty of buses/minibuses on from there. I'd forget trying to hitch on this particular stretch of road - I've tried quite a few times, and it was never very successful!
