i am going in next week to Croatia can You tell me if there is any community which provide a servicie such like hiring a car per to per? I heard from my friends that it’s really common In Croatia.

I've hired cars in Zagreb & Dubrovnik & never heard of this expression. What does it mean?

I think not, Although something might exist among friends.
To hire a private car will involve seeking out individual insurance which will be time consuming, unless you're a fluent speaker & reader of the language & know aa good broker.
Car hire in Croatia isn't expensive & the price you see is inclusive of insurance.
Just go for the hire co. It'll save time.
