No, Palau is a country in it's own right. Though you are in the right geographical area. It's about 800 km from the Philippines, which is about as far as Zurich is from London (as the crow flies).

Palau is part of the Federated States of Micronesia (also includes Yap, Chuuk and Guam as well I think). It has some of the best diving I have done. It's about a 2 - 3 hour flight from Manila (or you can go via Guam or Tai Pei depending on the airline).

I think this info is out of date. As a previous poster said - Palau is a country in its own right.
