Do you happen to know if Sabah Divers is a reliable centre?

I have dived it many times over the years and usually go around February , June or September most years.
It is nothing special and much damage has been done over the years to the coral due to land reclamation and fishing(illegal) but it is gradually recovering.
Dives are fairly shallow 18-20 meters as a rule and never much in the way of tides or currents.Lovely warm water and my 0.5mm suit is OK most of the time.
On average we have seen turtles on 2 out of 3 dives and on some dives have seen 3 or 4 but they are struggling for survival.
The best way to describe the diving is pleasant and anything is better than not diving!
A whale shark was seen last year but we were unable to find it.

It sounds great enough, since our budget will (unfortunately and definetely!) not bear any Layang-layang or Sipadan trips.
