I'm planning on doing the open water course in the first week of June in Puerto Galera (probably Sabang). I understand this is at the end of the diving season; is it a good time for a beginner? The other option I am considering is to do the course at Nha Trang because of the low cost there. Between the two which would be better at that time of the year? (Any other suggestions for cheap and good places for beginners is welcome too)

I have been to Nha Trang about 12 years ago, but not for diving. I bet it's changed

I did my AOW at Sabang with Asia Divers in 2004 & would recommend them without hesitation as they do a proper job of getting you qualified.

Cheap & good for beginners - Roatan in Honduras. If it were me I'd be going to Sabang I have to say.
