I remember there to b a hungarian writer... he wrote about nations, nationalism,.. apparently a short, but very good book on the topic. the name i remember to be pecs, but it may be something similar sounding, since i am probably mixing it up with the town.
does anyone know who i refer to? (there may not be an english translation, just a german one of his book...)

Arthur Koestler wrote about similar themes but not sure it's who you mean.

There was a guy called Tibor Joó, a historian-philosopher who wrote books and articles on nationalism in the 1930-40s.

Possibly, Miroslav Hroch although he is a bit latter than the era you stated in your message.

Could he be Ernest Gellner, he made his career in Britain but he was originally from a country of central-east Europe. In the beginning of the 20th century, nationalities were not that clear in that part of Europe, which was unter the control of the Habsburg Empire, which had become the Dual Monarchy after 1867, that is Austria-Hungary. Nations such as Hungary or Chechoslovakia acquired a distinct state structure after the demise of the empire, through a series of treaties, after the end of WW1. That is why books on nationalism were written from people from that part of Europe. Hans Koch, is another plausible guess.
