Golden beach - blue water (for February 2014)

Hello fellow-travellers,
in January/February I would like to hang-out on some beach I do not know yet. In Asia I have been many times to Goa, but considering the latest reports (and youtube vids) I do not have much desire to return and destroy the rest-magig in my head and memory! So no Goa!

Do you know an alternative?

I'm not interested to meet any freaks, punks, white-trash, dopers or techno-freaks (no matter from Israel, Russia or elsewhere) staring towards the horizon at the shore-line with 400 beats rolling in from behind.

What I hope for:
palm trees
white sand
no in-, and no out-crowd
decent low-medium budget accomodation relatively close to the beach
a few simple goa-style restaurants/café's on the beach or close
CLEAR WATER (unlike Goa) - wanna be able to see my feet and maybe some fish
"reachable" from some airport or train-station
relatively liberal "green-rules" - without death-penalty for smoking
some culture close by one could reach with a rented motorbike
some decent, down-to-earth visitors to talk to now and then

Yeah - you might say I'm looking for GOA-in-the-Seventeeth (not really, of course!).

Is that a decent post or will anybody push the alarm-button again - "beware of arrogance"...?
