Hi. I'm traveling in Asia, rather flexible, so what is the cheapest way to get To and From PNG, considering:
1. Cost
2. Efficiency eg. might pay a bit more for something like Visa far in advance, but then save the "7" days waiting ( expensive hotel, etc) for Visa at Jayapura if traveled there very cheaply
3. Creative eg. don't mind taking a boat
4. Transportation relatively regularly scheduled (vs. for example, waiting around, on a hope & prayer, for a private boat)
5. PNG arrival and departure locations -- flexible

So, here are a few possibilities (probably a combo of fly, land. boat is best):
1. Fly Australian to Port Moseby and back ... seem expensive
2. KL to Makassar (fly). Makassar to Jayapura (fly). Land from Jayapura to PNG ... and exit to where??
3. any interesting, regularly scheduled boat options, part of the way?

Many thanks

Some comments:

For ferry options within Indonesia, the web of Pelni will be useful.

AFAIK, there aren't scheduled boats to/from PNG.

The only overland option is the crossing from Jayapura to Vanimo.

I read about an option from the PNG to the Solomon Islands by a mix of boats (although I'm not sure if they met your relatively regularly scheduled requirement) but I don't have updated info about it and I also read reports of people been unable to make it or having problems (e.g.: being accused of ilegal entry on the Solomon Islands). Even if that option was possible and legal at the moment, I don't have a clue about its cost.

Regarding flights out of PNG, don't overlook Airlines PNG flights to Cairns.
