Just to clarify in Australia normal process is - do theory test - get Leaner licence (can not drive unsupervised) - do driving test - get Provisional Licence (depending on state different restrictions and length of time on this - in NSW 3 years across two levels of Provisional Licence) - in NSW (and maybe other states) do a final theory and hazard test - get full licence.

In NSW at least, if you have a recognised leaner licence from another country (it may be called something else) then you can exchange this for an Australian learner licence - and perhaps then do the driving test which will allow you to drive unsupervised. This may allow you to skip the time requirements (6 months +)

Also, if you don't have a driving licence, does that mean you have not driven before? Passing a driving test is not easy, I don't know anyone who passed first time (in NSW, can not comment on other states) so maybe add some extra time for that possibility.
